The "Opinions" proposed that the industry should be adjusted and transformed, and the use of abandoned coal mine industry squares and their surrounding areas should be encouraged to develop wind power, photovoltaic power generation and modern agriculture. We will revitalize the land resources, support the withdrawal of coal mines from the use of well-stocked land, and promote a number of measures such as upgrading and reconstruction of mining areas and the redevelopment of land.

It will focus on the construction of photovoltaic power generation comprehensive treatment projects in Shanxi Datong, Yangquan, Shanxi, Jining, Shandong, and coal mining subsidence areas in Baotou, Inner Mongolia, and actively promote the development and construction of photovoltaic power generation comprehensive treatment projects in goafs and reserve mining areas such as Anhui, Huaihe, Liaoning, Shanxi, and Inner Mongolia. The total planned size is 15.4 GW and the built-up capacity exceeds 10 GW in 2020.

The development of the photovoltaic base area will be used to solve the problem. The problem of idle land in coal subsidence areas will help coal mining subsidence areas achieve energy transformation. The construction targets of photovoltaic bases have met the standards of the “leadership” plan, promoted the advancement of photovoltaic technology and industrial upgrading, and finally built a photovoltaic base with advanced technology demonstration significance. The construction of photovoltaic base and photovoltaic industry has effectively helped the coal mining subsidence area and the surrounding villagers increase their income and drive the local economic development.
