In China's oil consumer market, the consumption of gasoline and diesel exceeds 50% of the total consumption, of which transport fuel accounts for about 70%. With the soaring auto ownership, the demand for fuel for civilian vehicles has also grown faster.

Methanol gasoline into the promotion of stumbling blocks?

In the 1980s, China carried out research and practice of low-proportion methanol fuel, and it has not been used on a large scale until now. This is largely due to the psychological barriers and awareness of methanol gasoline's prejudice.

According to experts, methanol is a polar organic matter that not only causes metal corrosion but also causes swelling of automotive rubber parts. Methanol gasoline suffers most from rickets because of its toxicity. Due to its strong volatility, it can pass through the mouth, respiratory tract, and skin, causing acute poisoning in humans.

The government is also very cautious about this. In September 2008, before deciding to pilot the promotion of methanol-gasoline, the provincial Economic and Trade Commission organized 9 authoritative experts to demonstrate the safety, technicality, environmental protection, and economy of methanol gasoline.

The result of the demonstration is that vehicle methanol gasoline has a power close to that of conventional gasoline at low speeds, and its power is superior to traditional gasoline at high speeds. When used on cars, the fuel consumption is 3% to 8% lower than traditional gasoline; vehicle methanol gasoline is more traditional than gasoline. The methanol-gasoline pilot report prepared by the Provincial Alcohol and Steam Office in December last year also confirmed this point. The pilot practice has proved that, in terms of economy, methanol gasoline M30 is more than RMB 1000/ton lower than ordinary 93# gasoline; in terms of environmental protection, compared with national standard 93# gasoline, conventional emissions of exhaust gas have been reduced by more than 60%. The pilot report also stated that methanol gasoline is more than 0.5 yuan per liter lower than traditional gasoline and is highly popular among consumers. Since the M30 was launched in Pizhou in November 2010, the sales growth of individual gas stations increased by more than 20%, and the sales of methanol gasoline exceeded the sales volume of ordinary gasoline. However, in the pilots, there were occasional blockages of older vehicles.

The prospects for the inclusion of pilot methanol gasoline at 10 gas stations in the city seem to be bright, but it is "the ideal is full and the reality is very edgy."

The two major raw materials of methanol gasoline are methanol, traditional gasoline and methanol. However, traditional gasoline must be purchased from PetroChina and Sinopec.

Ye Zhijian, deputy director of the Commercial Development Department of the Municipal Bureau of Commerce, said that 80% of the gas stations in the city belong to Sinopec, 16.5% of the gas stations belong to PetroChina, and only 3.5% of the gas stations belong to private gas stations. Ni Yingtao, the general manager of Zhejiang Saifu Energy Technology Co., Ltd., a pilot company promoting methanol gasoline in the city, tried to cooperate with the two major groups that controlled the sales channels and sold methanol gasoline through a large number of gas stations. In fact, between the promotion of methanol gasoline and the interests of the two major groups, the local government's attitude is very subtle, in addition to considerations of energy conservation and emission reduction, it also links energy security with the promotion of methanol gasoline.

Relevant data show that currently in the province's refined oil market, the share of Sinopec and PetroChina is over 80%, and the market is basically monopolized. According to a report from the Provincial Department of Commerce, this pattern has had a negative impact on the sustainable development of energy and the promotion and utilization of renewable energy in our province. Therefore, it is necessary to establish Zhejiang's refined oil reserve model and methanol gasoline strategic reserve pool with “combination of government reserves and commercial reserves, government control, and relying on enterprises”.

Another plan of the government is to develop a strategic reserve of refined oil that can be controlled by itself by developing formaldehyde gasoline. The above report believes that Zhejiang's petrol supply is highly dependent on the outside world. As soon as the price of oil fluctuates, there is a risk of tight gasoline supply in Zhejiang.
