The first national standard for product quality supervision sampling, titled "Product Quality Supervision Sampling Inspection Procedures with Prior Quality Information" (GB/T 28863-2012), was developed by the State Administration of Quality Supervision, Inspection and Quarantine and the China National Standardization Administration Committee. It was officially approved and released, coming into effect on February 15, 2013. This standard has since become the key procedural reference for commodity quality monitoring in the circulation field within China's industrial and commercial system. The introduction of this new standard marks a significant shift in how agricultural materials such as **pesticides** and fertilizers are evaluated. Previously, unqualified results were labeled as "batch unqualified," but now they are classified as "total unqualified." This means that if any product of the same type is found to be non-compliant, all similar products from the same manufacturer may face restrictions or removal from the market. This change brings a stronger enforcement mechanism against substandard agricultural inputs. Under the new rules, when the industrial and commercial departments inspect agricultural materials and find issues, they are no longer limited to removing only the sampled batch or penalizing just the seller who provided the sample. Instead, all batches of the same type of agricultural goods may be recalled, and all sellers offering the same item could be held accountable. Even if a product is found to have quality issues before sampling, a single test can lead to a full judgment of non-conformity for all similar items. According to officials from the National Institute of Standardization, the implementation of this standard addresses several long-standing challenges in commodity inspection. These include difficulties in sampling small or hard-to-reach products, high costs due to large sample sizes, procedural violations caused by complex sampling methods, and the limitation of results being applicable only to the sampled batch rather than other sellers. This standard provides essential technical support for the industrial and commercial departments to enhance their oversight of product quality. It also serves as a strong deterrent against unqualified agricultural products, sending a clear message to producers and operators. The development of this standard originated from the need to improve the regulation of agricultural materials. Since 2007, the Guangdong Provincial Administration for Industry and Commerce had been exploring and developing sampling procedures for agricultural fertilizers and pesticides. After years of research and collaboration with the United Nations Standardization Institute and other organizations, the standard was finally approved by the National Standardization Administration Committee on November 5, 2012, and officially launched. Guangdong was the first to implement these national standards in its commodity quality monitoring, significantly impacting the production and operation of substandard agricultural products. The effects have already begun to show: the pass rate of agricultural products in the province’s circulation market increased from 50%–60% to nearly 90%. While many agricultural companies worry about the potential impact of the new standard, industry leaders believe it will greatly enhance regulatory effectiveness, protect consumer interests, and promote a healthier and more orderly industry. However, some companies also point out that the standard is not yet perfect. For example, if one batch of products has an issue, all similar products across the factory might be removed, even if some are fully compliant. This could result in unnecessary losses. Additionally, because most agricultural products are seasonal, and their sales and usage periods are concentrated, lengthy or complicated law enforcement procedures could cause significant losses for pesticide manufacturers. Therefore, companies call for strict laws with sufficient evidence and fair procedures to protect their legitimate rights and interests. Farmers have welcomed the new standard, calling for its strict implementation. Agricultural inputs are among the most important investments for ordinary people. Despite existing regulations, the terminal market remains chaotic. Unfortunately, the process of seeking justice after purchasing fake or substandard agricultural materials is still difficult. "The new standard follows the principle of 'better to wrongly accuse than let go,' which is a strong warning to unscrupulous manufacturers and a great protection for consumers.
