The National Energy Administration (NEA) disclosed yesterday that Wu Xinxiong, the head of the administration, emphasized once again the importance of maintaining the annual photovoltaic (PV) growth target of 10GW during a recent symposium focused on PV power generation and industrial development. He also called for continued efforts to promote the expansion of distributed photovoltaic systems.
The symposium, held in Beijing last week, brought together representatives from the NEA, provincial and municipal energy authorities, as well as key players in the PV industry. Wu highlighted that since the government introduced a series of supportive policies for the solar sector in July last year, significant progress has been made. This year, he reiterated the need to stay committed to achieving the set PV development goals.
In February of this year, the NEA announced that the total installed PV capacity would reach 14GW this year, with 8GW coming from distributed systems. However, another official document from the NEA specified an additional 10GW of new PV installations, of which 60% is expected to be distributed. This has led to some debate within the industry about whether the target is 10GW or 14GW. This time, the NEA clearly reaffirmed the 10GW growth target.
“A distributed PV installation of 3 to 4GW this year is achievable,†said a senior expert in the PV industry. With a separate target of 6GW for ground-mounted systems, the overall goal of reaching 10GW by the end of the year seems feasible.
Notably, Wu also outlined several measures aimed at boosting the development of distributed PV. These include the creation of standardized contract templates between roof owners and PV system operators, as well as the prevention of local protectionism. Local governments are urged to take the lead in organizing roof resource assessments, developing local plans, and exploring innovative business models and policy support to further accelerate the adoption of solar energy.
