The National Energy Administration (NEA) recently emphasized the importance of maintaining an annual growth target of 10GW for photovoltaic (PV) capacity at a symposium focused on PV power generation and industrial development. Wu Xinxiong, the director of the NEA, reiterated this goal during the event, highlighting the need to continue promoting the expansion of distributed PV systems. The meeting, held in Beijing last week, brought together representatives from the NEA, provincial and municipal energy authorities, as well as key players in the PV industry. Wu stated that since the introduction of supportive policies for the solar sector in July of last year, significant progress has been made. This year, the focus remains on achieving the set PV development targets. In February, the NEA announced that the total installed PV capacity for 2024 would reach 14GW, with 8GW coming from distributed systems. However, another official document from the administration mentioned an additional 10GW of new PV installations this year, of which 60% is expected to be distributed. This has led to some confusion within the industry about whether the target is 10GW or 14GW. This time, the NEA has clearly set the annual growth target at 10GW. An authoritative expert in the PV industry noted that distributed PV installations could reach between 3 to 4GW this year, even if slightly below target. With an additional 6GW expected from ground-mounted systems, meeting the 10GW total is considered achievable. Wu also outlined several measures aimed at supporting the growth of distributed PV. These include developing standardized contracts for roof owners and PV system operators, and preventing local protectionism. Additionally, local governments are encouraged to take a proactive role by conducting rooftop resource assessments, preparing local development plans, and exploring innovative business models and policy support mechanisms. This renewed focus on distributed PV reflects the government’s commitment to a more sustainable and decentralized energy future. As the industry continues to evolve, these initiatives are expected to drive further adoption and innovation in the solar sector.
