German Economy Minister Robert Habeck criticized the European Commission on June 4 for imposing temporary tariffs on Chinese solar panels, calling the move counterproductive. Speaking to the French newspaper *Le Monde*, Habeck stated, "The German government has clearly conveyed to the European Commission that we believe these punitive tariffs are misguided. Instead of threatening with sanctions, it would be more appropriate to start a constructive dialogue." Habeck added, "We are concerned about potential trade conflicts with China, which could extend beyond the solar sector and affect other industries in Germany. Therefore, we must avoid any trade disputes with China at all costs." His comments echoed those of Chancellor Angela Merkel, who earlier emphasized that Germany is committed to preventing a trade war between the EU and China. Gerhard Handek, secretary-general of the German Foreign Trade Association, also expressed concerns over the decision. In an interview with *World News*, he said, "We believe the European Commission's decision will have negative consequences. It makes no sense to fight trade with China. We fear that China might retaliate by imposing anti-sanctions in other areas. As the EU’s largest exporter to China, Germany will suffer the most." Handek warned that not only will German solar companies face higher costs due to China’s retaliatory measures, but some may even struggle to survive. He also pointed out that German manufacturing firms involved in solar panel production in China could be significantly impacted. The German Federal Industry Association (BDI) also voiced its disappointment with the European Commission’s decision. Steve Meyer, a member of the BDI’s General Affairs Office, stated, "The European Commission should seek a negotiated solution by the end of this year to restore fair competition and prevent both sides from implementing punitive tariffs." Despite strong opposition from key EU members like Germany, the European Commission announced on the same day that it would impose an average of 11.8% temporary tariffs on Chinese photovoltaic products starting June 6. If no agreement is reached by August 6, the tariff could rise to an average of 47.6%.
