In recent years, the Yunnan Provincial Fire Corps has consistently prioritized the development and enhancement of firefighting equipment. Focused on implementing the "Public Fire-fighting Force Equipment Development Plan for 2009-2011," the corps has worked to ensure effective equipment allocation, standardized management, and improved technical support. Through increased investment, optimized equipment structure, and enhanced management efficiency, the strength of equipment construction has significantly improved, enabling the force to respond more effectively to various types of disasters.
One of the key steps in this process has been strengthening measures and achieving breakthroughs in equipment development. The Yunnan Fire Brigade focused on building specialized equipment and improving combat support capabilities. By centralizing procurement and optimizing the equipment structure, they made significant progress in equipment development. Utilizing the "one center and three cooperation zones" system, the team raised over 90 million yuan to establish three combat and support teams in Kunming, Dali, and Honghe. This helped form a robust security system centered around Yizhong and Daixi. A total of 48 vehicles and 16,036 pieces of equipment were stocked, with additional supplies from social cooperation units, including 58 tons of extinguishing agents. These efforts proved effective during real-world operations like the Dehong River earthquake and the Gongshan debris flow disaster.
Another focus area has been improving the mechanism and upgrading the level of equipment management. The corps has treated equipment construction as a government project, ensuring it is included in fire-fighting responsibility targets each year. Regular assessments and strict rewards and punishments have been implemented. Over eight consecutive years, 160 million yuan was invested to improve grassroots equipment. At least 30% of business funds are allocated for equipment, and the provincial government has integrated equipment development into its "12th Five-Year Development Plan." A total of 866.3 million yuan was invested to strengthen equipment, and the protection mechanism for firefighting funds was revised. Routine and phased maintenance ensured good results, with 178 technical inspections and 5,694 pieces of equipment maintained last year alone.
Finally, the corps seized the opportunity to implement the three-year plan smoothly. Based on the 2009-2011 plan, a leadership group was established to develop the "Three-Year Plan for the Construction and Development of Yunnan Public Security Fire Fighting Forces." Key tasks and implementation measures were clarified. Leveraging opportunities such as emergency rescue capability development, the corps secured joint investments of 336 million yuan across different levels. In 2011, the provincial government invested 170 million yuan to purchase 76 high-rated fire engines, 12 fire-fighting vehicles, and over 50,000 pieces of equipment. Over the past three years, the province invested 815 million yuan in vehicle and equipment construction, purchasing 457 types of fire trucks and equipping over 70,000 pieces of equipment. Combat vehicle numbers doubled, and new technologies like vortex sprayers, foam cars, and powerful arm-breaking vehicles were introduced, greatly enhancing combat effectiveness.
