2. Requirements for Employers

(1) Provide labor protection supplies free of charge for all employees, following the guidelines set in the "Standard for the Provision of Labor Protective Equipment (Provisional)" issued by the State Economic and Trade Commission in 2000. These should be suitable for the occupational hazards present in the workplace. Employers must not substitute monetary compensation or other items for the required protective gear.

(2) Purchase special protective equipment from authorized suppliers or manufacturers. All products must have the "three certificates": production license, product certification, and safety certification. The company's safety department must inspect and accept the products before use, and conduct necessary functional checks as per the usage instructions.

(3) Educate workers on the proper use of protective equipment through regular training sessions. This includes checking the reliability of the gear, using it correctly, and maintaining it properly. Supervision and periodic inspections are also essential.

(4) Replace or scrap expired or damaged protective equipment in a timely manner, as specified by the manufacturer’s guidelines.

(5) Maintain comprehensive records and management systems for the procurement, acceptance, storage, distribution, use, replacement, and disposal of protective equipment. Regular audits and oversight are necessary to ensure compliance and safety.

3. Proper Use of Labor Protection Equipment

(1) Before using any protective gear, perform a visual inspection to check its condition. Ensure that there are no defects, damage, or loose parts, and confirm that the equipment functions properly and is easy to operate.

(2) Follow the manufacturer's "User Manual" strictly to ensure correct and safe usage.

(3) Never exceed the designated performance limits of the protective equipment. Avoid using unapproved, non-compliant, or substandard products. Do not replace them arbitrarily with inferior alternatives.
